SUMMARY: Under general supervision of the Human Resources Director, assists to plan, coordinate, and direct the operations of the City of Roswell's Human Resources (HR) Department in compliance with state and federal regulations and City standards; provides advice and counsel to City staff and management for resolution of issues; interprets and administers policies and agreements; and manages assigned personnel.

Essential duties and responsibilities may include, but are not limited to, the following:

Oversees the daily workflow of the department. Assists to manage the activities and functions of the HR staff: coordinates, prioritizes and assigns tasks and projects; Assists Director to build an efficient and cohesive workforce; assists to manage performance improvements, organizational development, employee relations, recruitment and staffing, and employee relations. Provides support and guidance to HR generalists, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations. Tracks and reviews work progress and activities; schedules staff to meet job demands, and evaluates work performance. Assists the Human Resources Director and others in the development and monitoring of safety programs within the City. Assists in the investigation of accidents, occupational injuries, and illnesses to determine cause and prepares reports of findings with recommendations for corrective action to prevent further occurrences. Provides advice and support to all City employees, explaining procedures and policies in a timely manner and counseling employees on rules, regulations, and benefits. Assists Director in development of policy and procedures. Maintain accurate employee and related records. Assist in providing data for and preparing information reports and documents. Prepares, reviews, interprets, analyzes and approves a variety of data, information, and reports and makes recommendations depending on findings. Assures the HR activities and procedures are in compliance with all laws, policies, regulations and standards. Responds to general inquiries from the public; provides information, instructions, and assistance within scope of authority; assists customers with requests, applications, government forms, and other documents. Maintains absolute confidentiality of work-related issues, client records and City information; assures compliance with the confidentiality standards of the Privacy Act of 1974, {U.S.C. 552A}. Supports the relationship between the City of Roswell and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS: Education, Training, and Experience: Associate's Degree in Human Resources, Business or Publi Administration, or related field; AND two years of Human Resources management experience; OR an equivalent combination of education, training, and experience.

Knowledge of: Supervisory, leadership methods and principles. FMLA Modern office procedures and processes. State and federal laws, statutes, rules, codes, and regulations governing HR functions. Principles of training, workplace safety, and organizational development. Exercise effective judgment, sensitivity, creativity to changing needs and situations. Principles and practices of public sector personnel administration, including management of personnel files and confidential records. Record keeping and file maintenance principles and procedures. Skill in planning, directing and administering Risk Management programs and systems.

Skill in: Detailed orientated HR Professional Assessing and prioritizing multiple tasks, projects and demands, and coordinating the work of others. Using initiative and independent judgment within established procedural guidelines Operating a personal computer and specialized software. Following and effectively communicating verbal and written instructions. Establishing and maintaining cooperative working relationships with co-workers and local agencies. Effective verbal and written communication. Implementing new processes and procedures.

LICENSE AND CERTIFICATION REQUIREMENTS: Must possess and maintain a valid Class D driver's license issued by the State of New Mexico.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed in a standard office environment.

PRE-EMPLOYMENT REQUIREMENTS: Must be able to pass a rigid background investigation including work history, criminal records, driving records, and other records deemed necessary.

CONDITIONS OF CONTINUED EMPLOYMENT: Incumbents and candidates must have and maintain a satisfactory driving record and insurability in accordance with the City's insurance carrier. **
