CITY OF PUEBLO MS4 Permit Coordinator in Pueblo, Colorado

POSITION: MS4 Permit Coordinator

DUTIES: * Manages the overall MS4 Program ensuring MS4s are in compliance with permit requirements as identified in applicable regulations, laws, and rules * Coordinates MS4 Permit requirements with other City of Pueblo departments, intragovernmental agencies, and citizens * Participates in stakeholder committees and corresponds with the Colorado Department of Public Health and Environment (CDPHE) * Conducts inspections of facilities, land, and projects under the jurisdiction of the City's MS4 permit and performs audits of the six minimum control measures required by the permit * Supervises, directs, and coordinates the work of assigned staff * Reviews erosion and sediment control plans and Stormwater Management Plans * Conducts educational programs for the general public, organizations, and the regulated community * Manages program activities and maintains tracking of compliance issues and permit milestones * Develops Standard Operating Procedures (SOPs), technical resource documents, and other guidance * Prepares technical reports that include details of inspections, audits, and enforcement referrals * Performs other related duties and responsibilities as required such as responding to drainage complaints

REQUIREMENTS: * An associate degree from an accredited college or university * Two years of sub-professional experience in stormwater management or NPDES stormwater permit compliance/inspection * A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment - License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification - During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

Additionally, the selected candidate will be required to obtain the following: * Ability to obtain an ABET-accredited bachelor's degree in any engineering discipline within three (3) years from date of appointment * Possession of Certified Inspector of Sediment and Erosion Control In-Training (CISEC-IT) certification, or ability to obtain within the first 12 months of appointment * Possession of Certified Inspector of Sediment and Erosion Control (CISEC) full registrant certification within 30 months of appointment * Possession or ability to obtain, within the first 18 months of employment, the following certifications: - Transportation Erosion Control Supervisor (TECS) certification - Stormwater Management Plan (SWMP) Administrator of Design certification * Enrollment as an Engineer Intern in the State of Colorado within three (3) years from date of appointment

OTHER REQUIREMENTS: * Ability to communicate clearly and concisely, both orally and in writing * Ability to provide written and oral testimony in legal and administrative proceedings * Ability to maintain professional relationships with co-workers, developers, consultants, contractors, government agencies, and the public

WAGE: $74,653.44 - $91,193.40 Annually

SHIFTS: Full-Time
