Los Alamos National Laboratory ASM Deputy Division Leader for Division Operations (Acquisitions Services Manager 5) in Los Alamos, New Mexico

What You Will Do

The ASM Deputy Division Leader for Division Operations (the Deputy) reports to the ASM Division Leader and is responsible for management of the division's operations and key internal and external relationships. The Deputy leads a team of group leaders and program managers who are responsible for the functions that underpin successful procurement operations. The deputy's scope covers policy, procedures, compliance, internal and external audit interfaces, business systems, data management, reporting, strategic sourcing, and management of procurement programs such as Small Business, PCard, supplier management, designated procurement representative, and subcontract technical representative. The Deputy manages key relationships with NNSA Contracting Officers, stakeholders in the community, Triad's contracting partners, and procurement staff. Typical annual procurement volume is about $2B. The Deputy works closely with the ASM Deputy Division Leader for Mission Execution who is responsible for management of the contracting function.

We are looking for someone who is an excellent communicator and adept at building strong relationships. While this is a telework position, the Deputy must be willing to meet in person as necessary to build relationships with fellow employees, staff of our NNSA client, and the supplier community. The Deputy must be capable of effectively managing a team that executes a wide variety of functions.

Key Responsibilities include but are not limited to:

  • Works closely with the ASM Division Leader to continuously improve the procurement function

  • Manages staff to ensure LANL objectives are accomplished

  • Generates a working environment where all staff feel valued and rewarded for their contributions

  • Establishes transparent, communication-focused relationships with key internal and external stakeholders

  • Implements leading industry practices to meet schedule, reduce cost, and mitigate risk

  • Ensures procurement actions are compliant with the Triad Approved Purchasing System, which is approved by NNSA in accordance with FAR Part 44

  • Hires staff required to achieve successful division operations

What You Need

  • Managing procurement operations in a complex, highly regulated setting

  • Adeptly interfacing with internal and external auditors

  • Successfully completing improvement initiatives to include change management and communication

  • Managing personnel including interviewing, hiring, training, motivating, developing, career counseling, performance management and salary administration.

  • Effective leadership, organizational and administrative skills, including continuous improvement based on collaboration

Knowledge and Expertise

  • Demonstrated expert experience in:

  • Development of policies and procedures in a highly-regulated setting

  • Successful compliance strategies that also enable mission execution

  • Small business program management and facilitation

  • Formation and administration of complex, high value contracts

  • Strategic sourcing techniques and strategies

  • Supplier management operations including supply chain security

  • Data analytics to achieve greater performance

  • Forward-leaning use of software solutions to enhance compliance and throughput

Accountability: Experience working with confidential or proprietary information, classified documents, or sensitive information. Demonstrated experience to meet organizational goals and objectives in a complex and demanding environment with critical deadlines.

Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of personnel and customers.

Education/Experience: Position requires a Bachelor's Degree, preferably in Business, Supply Chain or applicable discipline and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Master's degree in Business Administration from an Accredited University/College, Juris Doctor from an Accredited Law School, or advanced degree in related discipline

  • Experience in the operation of SAP Ariba Sourcing and Contracting

  • Experience with Management and Operating contracts at a Department of Energy site

  • Working knowledge of Federal Acquisition Regulations

  • Experience in a nuclear related field subject to NQA-1

  • Professional Certifications: Certified Professional in Supply Management (CPSM); Certified Purchasing Manager (CPM); Certified Professional Public Buyer (CPPB); Certified Public Purchasing Officer (CPPO); Certified Federal Contract Manager (CFCM); Certified Commercial Contract Manager (CCCM)

Work Location: The work location for this position is telework and is located in Los Alamos. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
