Position Overview

Under general direction, performs complex professional accounting work requiring considerable technical skills; provides supervision over complex accounting and financial operations of the Finance department; prepares key financial reports requiring comprehensive knowledge of City's financial functions, municipal accounting, and automated municipal accounting systems; and performs related duties as required. Sets standards for work measurement and quality control.

Essential Job Functions

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

• Supervises Accounts Payable, general accounting and payroll personnel. Executes payroll functions in the absence of the Payroll specialist.

• Accomplishes tax settlements to other agencies.

• Manages independent audit process (i.e. prepare schedules, reconciliations, act as liaison between audit firm and City, and be lead person in answering questions and information gathering, etc.).

• Liaison with outside regulatory agencies relating to financial matters (i.e. Federal & State granting agencies).

• Assists Finance staff in various budget processes (i.e. prepare budget amendments, assists with the preparation of the City's budget, etc.).

• Prepares journal entries.

• Performs reconciliations of various finance records on a periodic basis, (i.e. monthly bank reconciliations, etc.).

• Assists the Director of Finance and Accounting as directed, including special projects.

• Performs various cash management functions for the city.

• Calculates, manages, reviews, and monitors Federal, State, and local grants.

• Prepares monthly financials for Council.

Knowledge, Skills and Abilities

Must posses required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Extensive knowledge of Microsoft Office products and other office tools, such as calculator, work processing, etc.

• Knowledge of Generally Accepted Accounting Principles (GAAP) and cost accounting.

• Extensive knowledge of the principles, methods and techniques of public administration.

• Knowledge of advanced governmental accounting, auditing and financial reporting.

• Ability to create and interpret basic financial statements.

• Ability to deal tactfully and effectively with department managers, city employees, the general public and other agencies.

• Ability to analyze complex accounting, fiscal and functional data.

• Ability to prepare clear and comprehensive fiscal analyses and reports.

• Ability to plan and organize responsibilities so that fiscal matters are dealt with appropriately and correctly.

• Ability to produce reports in a timely and accurate manner.

• Ability to communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions.

• Ability to make sound decisions.

Education and Experience

Bachelor's degree with accounting emphasis. A minimum of seven years' experience in the accounting field is required. Three to four years' supervisory experience. Experience in the governmental sector is preferred. A combination of education and experience will be considered.

Licenses or Certificates

CPA certificate is a plus.
