Air National Guard Units HUMAN RESOURCES SPECIALIST (MILITARY/INFORMATION SYSTEMS) in Fresno, California

Summary This HUMAN RESOURCES SPECIALIST (MILITARY/INFORMATION SYSTEMS) is located at the Military Personnel Flight (MPF), Force Support Squadron (FSS), Mission Support Group at an Air National Guard (ANG) flying wing and is part of the CA 144 FW. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the HUMAN RESOURCES SPECIALIST (MILITARY/INFORMATION SYSTEMS), GS-0201-9/11, is to plan, organize, administer, and troubleshoot the operation and data base integrity of the Military Personnel Data System in support of military human resources management functions. Provides PDS customers with technical assistance/training to current users of applicable systems. Provide customer assistance to current and potential PDS users within the FSS and serviced organizations across the installation. Provide staff advisory guidance and technical assistance to commanders and management officials requiring or requesting access or utilization of information contained in the various PDS. Responsible for resolving functional and procedural issues and elevates issues to the appropriate OPR when necessary. Provides assistance and interpretations for all personnel system programs for which they are responsible. Responsible for resolving functional and procedural issues and elevates issues to the appropriate OPR when necessary. Advises supervisors or managers within unit when actions may affect productivity or mission effectiveness. Confers with and advises commanders, first sergeants, and FSS work centers on problems involving personnel systems. Conduct periodic briefings to staff agencies, commanders, and administrative personnel, to promote a full understanding of all aspects of the personnel systems management function. Serves as a system account manager. Directs and manages installation of equipment and software within the FSS required in support of PDS operations. Prepares, coordinates, and implements local procedures for system operations. Analyze data and subsequent determinations regarding any number of personnel matters which may involve or affect Title 32 Technicians, Title 5 Employees, AGRs, Traditional Guardsmen, and/or their family members. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. At the lower grade level of GS-09, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met. May make additional selections within 90 days of eligible(s) issuance. Qualifications HUMAN RESOURCES SPECIALIST (MILITARY/INFORMATION SYSTEMS), GS-0201-09 (Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience serving as the primary point of contact to ensure the effective operation of satellite human resources interface with United States Air Force (USAF) servers and related human resources computers both hardware and software; Experience providing training on utilization of the different components of the Military Personnel Data System (MILPDS); Experience providing technical support to include system security, user account management, user access and connectivity, and monitors application software releases. HUMAN RESOURCES SPECIALIST (MILITARY/INFORMATION SYSTEMS), GS-0201-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience responding to inquiries from all MAJCOM managers, base-level personnel system managers, and Defense Finance and Accounting System (DFAS) personnel; Experience planning, directing, controlling all aspects of the various Personnel Data Systems (PDS). Managing, directing, and controlling the operation of PDS to include the Military Personnel Data System (MilPDS), Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM) and others, and related systems interfaces; Promotes the use of PDS by providing instructions to functional area users on automated applications and systems such as, but not limited to Military Personnel Data System (MILPDS), Oracle Business Intelligence Enterprise Edition (OBIEE), Command Human Resources Information Systems (CHRIS), Virtual Military personnel Flight Suite of Applications (vMPF), Personnel Records Display Application (PRDA), Retrieval Access Website (RAW), and myFSS. TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-09 trainee, if qualified. If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor.
