General Statement of Duties

The Planning & Development Department is seeking a positive, productive individual that enjoys providing stellar customer service to the community and can thrive in team environments. The position will be on the Building & Permit Services team and will perform reviews for one and two- family dwellings to ensure compliance with structural, zoning, and related regulations and coordinates the residential plan review process.

Salary Range: $66,560.00 - $82,929.60 Annually

Work Schedule: Monday - Friday, 8am-5pm

Based on business operational needs, this position is eligible for some alternate work location/alternate work hours.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Conducts plan review under the Oregon Residential Specialty Code; examines plans to determine compliance with certain local codes, including zoning requirements for selected sites.

  • Manages review workload and coordinates related reviews by plan reviewers in other departments/divisions assigned to residential plan reviews; maintains records of plan review results and status; monitors the review progress with specific timeframes, identifies problems with meeting deadlines, and determines appropriate action.

  • Acts as primary contact for all City review staff assigned to related building permits; coordinates, compiles and presents staff review comments; notifies building permit applicants of plan deficiencies through dialogue and written letters; calculates permit fees.

  • Assists homeowners, contractors, architects, engineers and designers by phone, at the counter and in the field regarding the plan review and permitting process, construction standards and codes, and related requirements; works to resolve conflicts quickly and tactfully.

  • Conducts research, including inspection of historical records, microfilm and document files; researches codes, adapts to code changes, and makes interpretations based on City policy.

  • Researches and makes recommendations on alternate materials and methods requests.

  • May attend the Construction Code Board of Appeals meetings, relating to cases arising from assigned plan reviews.

  • May assist with enforcement cases.

  • Performs other related duties as assigned.

Minimum Qualifications

Education:

High school diploma or GED equivalency.

Experience:

One year of residential design, plan review, construction experience or equivalent.

Licensing/Certification: Ability to obtain within 45 days of hire

Oregon Inspector Certification (OIC) AND

State of Oregon certification as Oregon Residential Plans Examiner (CAX); OR, ability to convert an International Code Council (ICC) Residential Plans Examiner (R3) or other nationally recognized certification to a (CAX) certification.

Knowledge of:

  • State and local building and land use codes and regulations.

  • Principles of engineering commonly used in residential construction.

  • Construction practices, application of practices, materials and standards.

Ability to:

  • Read and interpret building plans and specifications.

  • Read and interpret structural engineering calculations.

  • Analyze engineering calculations, site surveys, and soils reports for compliance with building code.

  • Identify code deficiencies resulting from faulty design or construction.

  • Interpret and explain code and remedial work required.

  • Communicate effectively, both orally and in writing.

  • Establish effective working relationships with City staff, building owners, designers, engineers, architects, contractors and the public.

  • Organize and perform work independently, with little supervision.

  • Read manuals and reports to extract relevant information for code review.

  • Research and prepare records, reports and other documents.

  • Maintain accurate and detailed records.

  • Use modern office practices, procedures and automated equipment.

  • Learn and use computer software and databases relevant to the review work.

  • Make mathematical calculations using algebra and trigonometry.

  • Actively supports and respects diversity in the workplace.

What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
