About the Unit

The Heavy Equipment Mechanic IV Shop Supervisor position works in the equipment shop in The Colorado Department of Transportation's (CDOT's) Region 5 in Durango, CO. This work unit performs skilled journey level work which requires the application of knowledge and skills to diagnose, repair and modify automotive vehicles, maintenance equipment, and specialized heavy construction equipment; preserve and assure that the entire fleet of equipment is in safe operating condition aligned with the rules and policies of the Federal Department of Transportation (DOT) and the Colorado Department of Transportation (CDOT).

About the Position

As the Heavy Equipment Mechanic IV, you will supervise and assist 7 shop mechanics. You will establish work schedules and priorities on equipment and monitor completeness of work. You will ensure that safety and industry workmanship standards are followed in the shop. You will be responsible for providing technical assistance to mechanics, maintaining an inventory of supplies and equipment, and preparing reports of shop activities. You will be a working supervisor. Approximately 60% of your time will be spent working and 40% of your time will be supervising the team,

Major Duties and responsibilitiesinclude but are not limited to:

  • Determine the type of training, coaching, and safety required for shop mechanics; perform in-house training or arrange for outside training; provide consistent and timely training on rules, regulations, policies, and procedures.

  • Ensure safety is upheld daily and conduct a monthly safety meeting.

  • Supervise and inspect quality, quantity, and timeliness of work in progress and at completion; assure equipment is operationally ready before returning it to the field.

  • Assist shop supervisor with the outsourcing of parts and labor required to maintain levels of service; assist in obtaining contracts with local vendors, developing scopes of work for functions performed, and working with the procurement office to find a vendor that meets requirements under procurement rules and regulations.

  • Procure parts, tools, equipment, and supplies.

  • Plan, schedule, and prioritize work to be performed and communicate with employees; modify the schedule as necessary to maintain the maximum amount of equipment working within the fleet.

  • Road test all equipment before releasing it to the customer.

  • Assist shop supervisor with developing an equipment replacement plan; monitor equipment use/age and establish spreadsheets and plans for the replacement of equipment; track equipment being replaced and account for each.

  • Monitor customer needs and equipment performance.

  • Audit records of all equipment repairs, preventative maintenance, and equipment inspections, including parts, costs, tool costs, inventories, and employee time records.

  • Work within the parameters of State Fleet Management (SFM) to provide service to vehicles with their organization; review service reports and prepare monthly odometer reports to SFM; review accuracy and completeness of fuel usage inventory data, check for unusual fuel usage patterns, and investigate unexplained inventory losses.

  • Manage fleet for Region vehicles and equipment; collect, analyze, and communicate data related to equipment usage, repair histories, and cost of operation; manage the registration of vehicles and equipment, including emissions.

  • Manage employee mechanic's license requirements and training.

  • Evaluate employees through progress reviews and performance appraisals; compose performance plans; address performance issues in a timely manner.

  • Assure that necessary forms are completed for surplus equipment; determine what may be able to be used in an emergency and what should go to sale.

  • Maintain working knowledge of local, state, and federal statutes, as well as CDOT rules and regulations governing employee health and safety, drivers of Commercial Motor Vehicles, Hazardous/Solid Waste issues, and environmental compliance; clarify or interpret these regulations for maintenance personnel.

  • Maintain knowledge of rules and regulations governing State Personnel, OSHA Safety, Hazardous Materials, Colorado Air Quality Control Program, etc.

  • Work to solve SAP problems and issues as they arise related to equipment, personnel, and procurement.

  • Other job duties as assigned.

    Work Environment:

  • Work schedule will be Monday through Friday 0800-1630

  • Occasional travel required during work hours for meetings and training

  • Occasional overnight travel 1-3 times a year throughout Colorado

  • Required to operate CDOT vehicles in order to test drive equipment

  • Must be physically and able to work in all weather conditions, extreme temperatures and varying altitudes on the side of the road or in the shop

  • Exposure to non-weather related hot and cold temperatures

  • Exerts up to 100 lbs of force occasionally, and/or 50 lbs of force frequently, and/or up to 20 lbs of force regularly to move objects

  • Required to bend, kneel, climb in/out of trucks when maintaining and repairing equipment

  • Must be able to read, understand, follow, and give oral and written instructions.

  • May be required to work in extreme temperatures and weather conditions for long periods of time – hot and cold

  • Exposure to fumes, odors, gases, dusts, etc. that may affect breathing, eyes and skin

  • Must be able to hear and communicate via cell phone and state radio to relay information and respond to field calls

  • Required to use computers to accomplish everyday work duties

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Seven (7) years of progressively responsible experience in automotive AND heavy equipment repair.

  • Three (3) of the 7 years must have been heavy equipment repair/maintenance experience that included diagnosing and repairing heavy diesel equipment such as 10-ton double axle snowplows, tractor-trailers, bulldozers, motor graders, paving machines and/or 15' mower tractors with current proficiency at the journey level. (HEM III level at CDOT or equivalent )

    Substitution: Satisfactory completion of a formalized apprenticeship program, or higher level non-correspondence coursework from an accredited college or technical school, beyond high school, in automotive and diesel equipment mechanic or heavy equipment mechanics may substitute on a year-for-year basis for up to four years of the required general experience, but not for the 3 years of heavy equipment mechanic experience.

Stronger candidates will be those that demonstrate depth and breadth of skill and ability, through a combination of professional experience and formal training, to successfully perform the duties and responsibilities of this position.

Conditions of Employment : The following conditions must be met and maintained in order to be employed and to continue employment at CDOT in this position, unless exempted by the Maintenance Superintendent or Traffic Program Engineer.

  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks. More information in the supplemental information section.

  • Must possess and maintain a valid Commercial Driver's License Class A or B with no restriction on air brakes that allows operation within Colorado.

  • May be required to pass a controlled substance test (i.e. drug test), and DOT physical through our medical provider.

  • Essential Services Designation – Required to report without delay or interruption to provide essential or emergency services to ensure health, safety, and welfare.

  • May be required to live within thirty (30) minutes' driving time in normal weather conditions to be able to respond in a timely manner after being notified to report to work. Knowledge of an emergency or hazardous condition may be considered to be notification to report to workstation.

  • CDOT employees are required to take one week of training each year. This training is completed via computer or in our Aurora location.

  • Must be willing to respond to emergencies outside regular work hours and work overtime including weekends and holidays.

  • Must provide the supervisor with a telephone number where you can be reached for the purposes of responding to an emergency.

Preferred Qualifications

The Exceptional Applicant will be an experienced Heavy Equipment Mechanic with proven ability and accomplishment in the following:

  • Demonstrated success with the duties as listed in the Description of the Job section;

  • Highest work/personal ethics and integrity;

  • Years of State service experience related to the duties of this position;

  • Extensive experience with troubleshooting, diagnosis and repair of automotive and heavy duty diesel vehicles and equipment, up to 10 tons;

  • Extensive experience diagnosing and repairing various equipment including street sweepers, front end loaders, motor graders, single and tandem trucks with add on attachments and systems including plows, wings, sanders, electronic controlled hydraulic systems and liquid de-icing systems;

  • Possesses Medium/Heavy truck ASE Certifications in Diesel Engine, Drive Trains, Brakes, Suspension and Steering, Electrical/Electronic Systems, Heating, Ventilation and A/C

  • Comprehensive knowledge and experience with diagnosing and troubleshooting brake systems, gasoline and diesel engines, transmissions, electrical systems, hydraulic systems, ignition systems and fuel systems

  • Experience using precision tools with tolerances down to 10 thousands of an inch and accurate torques from 100s of foot lbs. to inch lbs.

  • Excellent leadership and supervisory skills;

  • Ability to teach and mentor employees to successfully accomplish their job responsibilities;

  • Experience mentoring, coaching, training, and/or supervising mechanics;

  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;

  • Use of innovative approaches when performing repairs, with consideration for available resources, budget, time, efficiency, and safety;

  • Strong interpersonal and relationship building skills;

  • Excellent reasoning, investigative, analytical, and problem solving ability;
