About this position:

This position provides statewide oversight of state and federal funding programs for dams, levees, and reservoir development. In addition to identifying potential funding sources, the incumbent will administer the implementation of projects funded through the Public Works and Water Resources Division. The incumbent provides expert guidance on technical issues in the study, design and /or construction phases of projects relating to the Division's numerous programs listed below and administers all the engineering and technical activities supporting those programs. While in the official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Supplemental Qualification: Three years’ experience in Dam Safety/Reservoir Development Engineering.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Two years of licensed engineering experience.

  2. Six years of professional engineering experience.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required experience.

    A Ph.D. in engineering will substitute for two years of the required experience.

    Advanced degrees will substitute for a maximum of two years of required experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Examples of Work

This position provides statewide oversight of state and federal funding programs for dams, levees, and reservoir development. In addition to identifying potential funding sources, the incumbent will administer the implementation of projects funded through the Public Works and Water Resources Division. The incumbent provides expert guidance on technical issues in the study, design and /or construction phases of projects relating to the Division's numerous programs listed below and administers all the engineering and technical activities supporting those programs. While in the official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

The incumbent of this position reports directly to the Director and is responsible for the following:

20% Provides engineering, administrative, contract, and project oversight for on-going or proposed Public Works projects. This includes being the DOTD project manager on levee and dam work associated with and constructed with Capital Outlay funding. Reviews consulting engineering invoices, construction pay estimates, and change orders, as well as assisting in the administration of any construction and engineering service contracts. Develops and submits Capital Outlay budget requests (eCORTS) and purchase orders to facilitate timely reimbursement.

20% Supports and actively assists the Levee Boards having jurisdiction and responsibility for the operation and maintenance of flood control structures and facilities. Provides engineering assistance to levee boards on operation and maintenance of levees, canals, and structure installed with local funds and Federal/State participating monies. Works with Levee Districts and USACE to prioritize work within each district and statewide. Supports the Executive Committee of the Association of Levee Boards of Louisiana.

20% Provides oversight and review of studies, design, contract administration functions and construction implementation of all U.S. Anny Corps of Engineers Civil Flood Control Programs. Assists in negotiations with the Corps of Engineers regarding project scope, feasibility, funding, design, operation, and maintenance, and maintains administrative control throughout the life of the projects. Follows and documents the Corps of Engineers Public Works initiatives including: representation at project management meetings, preparation of correspondence and contract revisions, review of cost estimates, participative negotiations, feasibility, funding, design, operation, and maintenance and any other related work needed to achieve the project objectives.

15% Provides assistance in developing feasibility ai1d cost information for submittal to state and federal agencies for funding and approval purposes. Assists in the development of Capital Outlay requests to fund and construct projects expeditiously.

10% Provides review and comment on Corps of Engineer Public Notices and Environmental Assessments. The position assists in managing State funds by reviewing consulting engineering invoices, construction pay estimates, and change orders, as well as assisting in the administration of engineering service contracts.

10% Prepares documentation and maintains comprehensive records of project cooperative agreements (PCA), lands, easements, right-of-ways, relocations, and despoil/borrow (LERRD) transactions, Memoranda of Understanding, and Finding of No Significant Impact as well as other milestones required by State and Federal Law.

5% Other Public Works & Water Resources duties as assigned, including but not limited to emergency/disaster support activities.
